裴建锁，对外经济贸易大学国际经济贸易学院副教授，毕业于中国科学院数学与系统科学研究院（管理学博士，2009年）和荷兰格罗宁根大学（经济学博士，2013年）。研究兴趣为国际贸易、气候变化（包括实验经济学）等领域。在国内外期刊发表论文二十余篇，包括《中国社会科学》和Journal of Environmental Economics and Management等，主持两项国家自科课题。发表于JEEM的研究Trade, Production Fragmentation, and China's Carbon Dioxide Emissions，主编和评审人认为“This paper offers an original contribution on a key issue that is receiving increased attention in both academic and policy arenas… makes a valuable contribution in starting to fill this gap…”.曾荣获“孙冶方经济科学奖”和“张培刚发展经济学研究优秀成果奖”（2009）；“安子介国际贸易研究奖”（2014）等。
内容提要:
In this study, the real demand for global and local environmental protection in Beijing, China, is investigated. Participants from Beijing were offered the opportunity to contribute to voluntary climate change mitigation by purchasing permits from two Chinese CO2 emissions trading schemes (ETS). Purchased permits were withdrawn from the ETS. Since CO2 emissions are inevitably linked to emissions of local pollutants the objective of our study is to disentangle the real demand for global and for local environmental protection. For this purpose, Beijing and Shenzhen ETS permits were offered. The result is that for low prices the demand for Beijing ETS permits is higher than for Shenzhen ETS permits indicating that a substantial part of the revealed demand for environmental protection is driven by concerns for local air pollution. Our research identifies the important role of private benefits, with climate change mitigation as an impure public good, in the voluntary provision of public goods and provides first evidence for China.
